I. FBI DIRECTOR -BENJAMIN CARVER- NOTES
- Agent Russo is special case study that I am currently running. Previously, all meta-human mass casualty events that could not be predicted were handled by Special Agent callsign THE SWORD. This would typically result in unfortunate collateral damage and avoidable loss of life. Although negligible compared to lives saved, lives lost are still lives lost, and therefore unacceptable.
We discovered Adrian Russo nearly five years ago in a small town in northern Appalachia. The man was headed for a dead end job in a coal mine, but we saw something greater for him. His metahuman ability is an interesting one. He is capable of manifesting defense barriers, henceforth referred to as 'shields,' in measure of strength and size equal to the amount of people he is attempting to defense.
These barriers, should they be made simply for self defense, are no stronger than plywood and no larger than 1 meter by 1 meter circles. But- introduce more people into the equation and Adrien is able to draw upon their impending danger to amplify his ability to a shocking degree. The barriers cannot be used in any manner to attack, and once created they last for anywhere between 30 seconds to 24 hours, depending on the scale and longevity of the danger Adrien is protecting against. But their strength, in the most extreme case, has been recorded as thick enough to stop subsonic missiles.
It is imperative that he is partnered with THE SWORD at once and all effort that I can make to retain him be instituted. While not dangerous on his own, in the hands of a foreign nation he could make a theoretically unbreakable city- or country.

"You saved them, Adrian. You gave fathers and mothers a second chance to hug their children tonight. I may not be the strongest theologian you've ever met, but perhaps I might question someone who tells me a deity of love would want more fatherless and motherless children."
"... Ya think so?"
"I know so. You've got a gift, Adrian. Let's put it to work."
