I. PRIMARY MANIFESTATION

A. SUPERHUMAN CONDITION
Due to the Parametabolic Mutative Pituitary Dysthyroidism (PMPD)[6] condition affecting Agent D-2099-F's pituitary, thyroid, and pineal glands, numerous rapid body-wide metamorphoses were triggered with the overproduction of enzymes and proteins that—in turn—resulted in mutated DNA gene expression that irreversibly altered his physiological status. Agent D-2099-F's entire physiology and anatomy is enhanced beyond that of standard peak human individuals and is all-around superior in both mental and physical condition compared to practically all other members of the Home Sapien species—with the exception of the Homo Mutem species.
The PMPD condition metabolized and permanently enhanced all of Agent D-2099-F's mental and physical faculties, resulting in a superhuman condition in the most literal sense of the word. After extensive testing along with trial and error, Agent D-2099-F's aspects, attributes, and capabilities—from his cognitive functions to the physical aspects of himself—have been enhanced by an estimated ratio of 50-to-1 and far beyond what is humanly possible without the PMPD condition. The estimates and tests conducted had compared Agent D-2099-F's feats and skills to both real and theoretical data regarding peak human statistics.
Agent D-2099-F's entire mind and body has become more efficient and effective as a result of these mutations which can range from increased densely clustered brain matter that allows faster and more powerful neurotransmissions to highly-effective amino acids capable of repairing and enhancing micro-tears in muscles. All various chemical processes such as neurotransmitters, hormones, amino acids, proteins, and enzymes have become much more potent, and his cells are far more effective at maintaining his body's natural state of homeostasis. This allows him to operate for far longer extended periods of time—compared to the standard individual—with little to no ailment including if he should suffer extreme stress due to injury, sickness, or any other debilitating or negative outside factor.
According to previous training, test, and field data, it is theorized that a lack of proper dieting, exercise, and rest could hamper Agent D-2099-F's paranormal abilities to an extent. However, his body's enhanced ability to maintain homeostasis would lessen the negative effects of improper health maintenance to a smaller margin of difference than what would be standard. Agent D-2099-F's aging process is also theorized to have a measure of enhanced longevity that would become more apparent as he grew older. In simple terms, his body slows down the aging process increasingly and progressively as he grows older.

Agent D-2099-F's neuroplasticity has been enhanced due to mutations and augmentation to his cortex, amygdala and hippocampus—areas critical for learning, memory, and analysis—and his cerebellum, medulla oblongata, and brainstem—areas critical for voluntary and automatic movements and reflexes. These key alterations to his brain's neurons and nerve fibers allows him to accelerate the replication and practice of any skill he has observed with any and all of his senses. While his ability to copy skillsets is far more superior and efficient than standard, there is still a "downtime" period of time where Agent D-2099-F needs to practice and hone the skill or technique. However, this period has been reduced from a few weeks to a few days assuming he trains from at least two to three hours per day.
Another application of this mutation is mimicking accents, mannerisms, or behavior patterns of other individuals. With precise muscle control as well as enhanced observational skills, Agent D-2099-F can mimic personality traits and character strengths and flaws. This can aid investigations where Agent D-2099-F needs to understand the behavioral aspect of a crime or situation, or this can also aid any necessary deception needed to maintain a false front or cover.

B. RICOCHET APTITUDE
Due to enhanced muscle control, hand-eye coordination, and mental perception, Agent D-2099-F's brain and body can achieve the feat of ricocheting nearly any object or weapon by calculating the necessary velocity and trajectory and figure the right materials to bounce a projectile in order to have it reach a desired target. While he can achieve the necessary results with any firearm or cylindrical explosive, Agent D-2099-F is also capable of achieving this feat with throwing discs and average day-to-day objects.
This is most likely achieved by utilizing the same neurons and brain areas that allows him his analytical skills and his advanced muscle memory. Key areas of his brain have reorganized and highly-dense nerve pathways achieve the necessary speed the brain signals need to travel in order to nearly-instinctually calculate and perform these feats.

B. EMERGENCY FIELD KIT
In the event Agent D-2099-F is without access to standard MIRA resources or equipment, this emergency pack as designed to hold all the tools and equipment necessary for Agent D-2099-F to operate in the field for a short period of time. This field kit can be stored away as a suitcase, backpack, or as an utility belt.

II. MIRA-ISSUED EQUIPMENT
A. MIRA EARPIECE
A standard short-range communications earpiece has been provided, as per RoE for Incident Response Specialists.
B. "SPECTRE" FIELD UNIFORM
Originally designed based on prior standard military armors and outfits along with standard communications and field equipment, the SPECTRE field uniform has undergone numerous modifications and improvements since its inception. With blueprint drafts and specifications from Agent D-2099-F himself, the resources and personnel of MIRA R&D Department developed and refined over the course of several years what would be known as the SPECTRE field uniform and its specialized equipment loadout as well as create several variants for different battlefield or PMPD-altered environments.
However, under the supervision and aid of Agent D-2357-C[7]—whom Agent D-2099-F requested to personally overview and improve the previous SPECTRE uniform and its equipment, the SPECTRE field uniform became significantly upgraded as the uniform sported higher flexibility, mobility, and protection among several other upgrades. Through Agent D-2357-C's input, all associated gadgets and built-in technology evolved alongside the uniform including the suits storage capacity for all the additional armaments and technology.
Personal aesthetic modifications to the original and first SPECTRE uniform (v1.0.2) were done by Agent D-2099-F after conducting several field missions with the uniform. The tactical trench coat and red ghost-/skull-like emblem on the suit's chest area and grey bottom jaw motif were added post-development. Over the course of the uniform's lifetime, these aesthetics were incorporated into all future designs for the uniform in order to maintain The Myth[8] of the Spectre. It is advised that any future variation of the uniform that includes a cape in the design will be immediately be disqualified and discontinued for consideration or development.
The latest and current in-use SPECTRE uniform (v8.1.9) was developed and designed for urban combat and stealth reconnaissance against PMPD and non-PMPD combatants and missions as well as urban investigation if required. Important factors to consider for each suit and equipment loadout after the original is each were designed to enhance Agent D-2099-F's PMPD-related strengths and reduce his weaknesses as well as improve the lightweight yet wide-ranging storage of any tools Agent D-2099-F may need on the field.
The suit had been designed with rapid-deployment in mind and can be worn quickly and easily. Storage is no issue as well as it can be packed inside of a backpack, suitcase, or similar storage device if deposited in the correct manner. The SPECTRE uniform (v8.1.9) is considered one of the more advanced body armors and investigative toolsets, and its functionality as both protection and storage of the tools necessary to combat PMPD threats has maintained its importance as a continuing project in the MIRA R&D Department. The next updated and upgraded uniform is expected to arrive the late year of 2030 with key improvements in PMPD-related protection and the technology related to both integrated and separate gadgets.

SECTION Nº4: SPECIALTIES AND SKILLS
I. IMAS CLEARANCE
Agent D-2099-F has received proper training and licensing for operation of the Incidental Metahuman Account System, or IMAS, at a clearance level of THREAT RED, STAKE 5 and below. Provisional clearance based on active incidents may be provided at the Director's discretion, barring any outstanding infractions at time of service.
II. PRIMARY SPECIALIZATIONS
A. COMBAT MEDIC OCCUPATIONAL QUALIFICATIONS
Agent D-2099-F has received proper training and licensing for conducting primary responsibilities related to military and special operations as well as administer emergency medical care in the field in both combat and humanitarian situations.
B. CRIMINAL INVESTIGATOR OCCUPATIONAL QUALIFICATIONS
Agent D-2099-F has received proper training and licensing for conducting primary responsibilities related to forensic and criminal investigation. Agent D-2099-F's current specialization is homicide especially in regards to any PMPD or MIRA-related cases.
