I. GENERAL INFORMATION.
A. PRELIMINARY HISTORY OF M.I.R.A.
The Metahuman Incident Response Agency, or M.I.R.A. (designated as MIRA in official documentation), is a national defense agency of the Department of Defense. Primary directives concern the rapid, monitoring, analysis, response, and resolution of "metahuman" affairs (see D-0002-K, "METAHUMAN DEFINITIONS AND CLASSIFICATIONS") on both a foreign and domestic scale.
MIRA was founded on January 9th, 2008, by President Dick Cheney in response to the "July Holocaust" of 2007 (see D-0003-K, "HISTORICAL TIMELINE"). Through collaboration with national intelligence agencies and adjacent defense agencies, MIRA is responsible for the regulation and arbitration of metahuman rights, relevant legislature, as well as attacks and accidents perpetrated by metahuman parties, referred to as "incidents" (see D-0002-K). MIRA is independent of adjacent defense agencies and reports directly to senior management of the Department of Defense; the standing Director of Metahuman Affairs reports to the United States Secretary of Defense.

B. STRUCTURE
MIRA is comprised of approximately 150,000 employees across the entirety of the continental United States and adjacent territories, as well as adjacent satellite states; in particular, there are MIRA Embassies within the United Kingdom, South Korea, Republic of Taiwan, and Japan[1]. The entirety of MIRA's structure is organized into a total of sixteen (16) divisions, organized into regional "branches" that have officially-recognized teams.
The locations are as follows:
MIRA Northwest (Seattle), with local HQs in Portland, Boise, Helena, and Cheyenne;
MIRA Southwest (Los Angeles), with local HQs in San Francisco, Las Vegas, Salt Lake City, Phoenix, Sante Fe, and Colorado Springs;
MIRA South-Central (Dallas), with local HQs in Austin, Oklahoma City, Topeka, Little Rock, and Baton Rouge;
MIRA North-Central (Minneapolis), with local HQs in Des Moines, Pierre, Bismark, and Lincoln;
MIRA Midwest (Chicago), with local HQs in Springfield, Milwaukee, Detroit, Columbus, and Louisville;
MIRA Southeast (Atlanta), with local HQs in Montgomery, Jackson, Miami, Louisville, and Nashville;
MIRA Mid-Atlantic (Washington, DC), with local HQs in Charleston, Richmond, Raleigh, Columbia, and Baltimore;

MIRA divisions are comprised of field agents and analysts; field agents are further categorized into "camera-facing" or "camera-absent" roles. Camera-facing MIRA field agents are archetypally and aesthetically presented to the public as "superheroes" in the conventional sense (see D-0004-K, "IDEOLOGY OF SUPERHEROISM"). The public has adopted the usage of the colloquial terms "capes", "superheroes", and most commonly, "Jurors"-- a term first utilized by President Dick Cheney in a 2009 Presidential Address[2]. "Camera-absent" roles do not commonly interact with the public and media, and thus are less aesthetically inclined to visually distinct outfits and archetypal presentation; these are colloquially referred to as "coverts" or "spooks". Officially, facing roles are termed "Cloaks", and absent roles are termed "Daggers" in military documentation.
Analysts are not present on the field, save for incident investigation and cleanup phases of responses (see D-0005-K, "INCIDENT RESPONSE PROTOCOLS"). The primary duty of analysts is to provide secondary support to field agents through monitoring of MIRA surveillance technology and consultation of database materials during an incident response; additionally, analysts are responsible for cataloguing documentation, reporting on the well-being of assigned field agents, conducting Threat-Stake assessments of uncategorized metahumans (see D-0006-K, "THREAT-STAKE DOCTRINE"), and pursuing ongoing investigations into metahuman affairs and open incidents.
Adjacent personnel on MIRA sites includes management, primarily in the form of division sub-directors, and the Director of Metahuman Affairs. The position of Director of Metahuman Affairs for MIRA is currently occupied by Leonard Stone.
