It began late one night in Philadelphia. What would become a widespread network all began with one meeting in an old warehouse off Ten Mile Port. There were maybe fifty people there to listen, fifty people with powers. Fifty metas. All of them, interested, but not optimistic about the word of mouth invite they had all received.
It began with a man cloaked in shadows standing on a few crates and venting his heart out to the group, with his two brothers and his sister standing at his side. He stood there before them, talking of injustice and violence and righteous fury against the normal people who feared them and hated them.
It began in darkness, cold and still. But all the same, it became a flame that burned through all of the metas in attendance. The man's words ignited something in them that they couldn't deny– they were tired of being treated like second class citizens. They saw in him something they had never seen in anyone before, and for the first time, they all felt something small grow in their chest. Hope.
It began with hope.
What was once isolated to the city of Philadelphia has grown in the last few years. New Jersey, New York, and Delaware all became the grounds for the movement to surge and grow. Through arming themselves and others like them, they started causing an upheaval. If people wanted to fear them, they would show them something to truly be afraid of.
Slate made their name in domestic terrorism and illegal arms trade. They've been known to bomb events, kidnap officials, and start riots throughout the states that they've infested. They sell their guns to anyone of a like mind, especially those who seek an active change like they do. When they settle in a new area, they've also been known to take control of the local gangs and mafias, either through intimidation, or through sheer violence.
All of this, and more, in the name of their ideals, their beliefs, their ethos. The belief that metahumans are the next evolution of people, and that all people would eventually become or give birth to metahumans, is the basis of what drives them. Due to this, they believe that metahumans deserve protections, rights, and privileges. They deserve all the same things afford to normal humans, if not more. Current laws are too vague, don't cover metahumans, or are outright discriminatory.
They are led by Obsidian, a man of shadows and death. Everything that people fear metahumans to be, it is believed that one touch from him can kill you. He's more than happy to let this rumor persist, and even demonstrates when he has to how close to true it really is. After all, he's learned over the years that fear is power, and the more power he has, the more change he will be able to enact.
How does one join Slate?
Easily enough, to be honest. If you know enough people of the right variety, you're likely to find a connection to Slate along the East Coast, and extending well into the North. And once you find that connection, all you have to do is ask to meet with one of their recruiters. Once you meet with them, they determine whether Slate would be a good fit for you. If they deem you made of the right stuff, you're taken in, and you get to meet one of the local "Directors".
The Directors are regional heads, all of whom report back to Obsidian. New York's is Garnet, North Dakota's are Amethyst and Smokey Quartz, and North Carolina's is Zircon. All four are higher powered metas, all four of whom had been with him since the beginning, There are few he trusts more than them. Below them are their assistant directors, their team leads and department heads, and then everyone else. Much of the organization is broken up into small teams that function semi-independently.
While they are primarily made up of metahumans, they do accept normal humans into their ranks if they are like-minded or have meta family members. They almost never rise above lower ranks, but sometimes, if they are particularly gifted, they can end up as department heads or team leads.
Member retention is very high, as Obsidian seems to have instilled a policy on equal and high treatment of all members. Everyone is treated as though they are needed, and everyone is rewarded equally. Those who do choose to leave are treated with respect, and typically, are allowed to leave with minimal fuss.

All PLayer Characters and NPCs for Slate will be kept up to date here. If they are ever referenced in a thread, I will reference them here. That way, if anyone is ever interested in making a Slate character, they know what names are taken.
