SECTION Nº2: OVERVIEW
I. DEPUTY DIRECTOR PUBLIC NOTES
- Special Agent Benjamin Carver is a model employee of the FBI. Regularly trains with her firearms, and has never been brought up on charges related to excessive force or destruction of property. According to our records, she has never even been written up. Her record is so clean it is used it as a template example for cover IDs. Roughly six years ago she was 'promoted' to the position of Head of the Metahuman Behavioral Analysis Unit. While this was initially seen as a temporary stepping stone, it seems that the powers that be have decided to keep her in this position indefinitely.
While it may be odd that Benjamin was placed here directly following a successful three year term as Deputy Director of the FBI, she is nevertheless incredibly happy with her posting and states she has no desire to be moved. The list of people that work for her department is small, as the FBI does not see Metahumans as a threat to national security. However, Metahuman criminals are criminals all the same and the FBI will not hesitate to investigate, apprehend, and prosecute anyone that steps over the line of the law.
Currently, Agent Carver is being deployed to Pittsburgh at the request of the local police department to look into reports of a groundswell movement known as the 'Anti-Meta Militia.' Additionally, some concerning reports have come through regarding one known as 'Valkyrie' that cannot be ignored. While I know Special Agent Carver will perform admirably, I still plan on having another conversation with the Director of the Bureau and, if possible, the president, about reassigning Benjamin to something higher. It would be a great pain to lose her to a higher paying, but less prestigious, civilian office.

"I've already met the Director, he and I are golfing pals. Old fart can't hit a birdie to save his life though. Let's uh-"
"Sir, may I introduce Special Agent Benjamin Carver. Shadow Director of the Federal Bureau of Investigations."
"A pleasure to meet you."
"I- what? Shadow Director? I'm not sure I'm following. Is this one of those 'need to know' things I was warned about?"
"Yes, Mr. President. To keep things brief, allow me to explain it plainly. After the failed assassination of President Kennedy, it was deemed necessary to reorganize the Bureau under new parameters. In order to keep the government and the people safe, the Bureau was split into two separate sections. A public sector, headed by your good friend Director Krendle, and a private sector, headed by me."
"Ok, well what do you do different from Director Krendle? Are you his boss?"
"Humorous, sir. No, I am not his boss. Director Krendle and his people investigate crimes, apprehend criminals, and improve the lives of the average American citizen. My purpose is to prevent crime before it happens. We analyze high profile, dangerous targets. Terrorist cells, rogue Militias, and Metahuman threats. It is too dangerous to allow high level individuals to create chaos first, then clean up the mess after. We prevent the messes from ever being made and, where possible, we recruit these high level individuals to service within the American government."
"I see... So you'll be keeping me safe then?"
"I will be keeping America safe, Mr. President. Of that you can count on."
SECTION Nº4: TOP SECRET - EYES ONLY -
DISTRIBUTION OF THIS DOCUMENT IS A FEDERAL OFFENSE
- Special Agent Benjamin Carver-Analysis of Metahuman Ability
- Referred to as codename 'Untouchable,' Agent Carver's Metahuman manifestation is complex and largely untested due to the inherently violent nature of it. The phenomena observed surrounding Agent Carver and her ability's parameters, while not totally known, can be vaguely extrapolated from the following three incidents.
- Incident A-1, Believed First Recorded Manifestation. January 12th, 1953.
10:49PM, Agent Carver, at this point in time still new to the Bureau, is involved in a shootout at {LOCATION REDACTED}. Members of the {REDACTED} mafia are firing makeshift weapons chambered in .45ACP at Federal Agents involved in a sting operation.
10:53PM, A stray round catches Agent Carver in the skull, dropping her instantly.
10:55PM, Agent Carver sits up from where she fell, head intact, the bullet seemingly having grazed her, and resumes returning fire.
11:43PM, Investigators note one mafia kingpin involved in the shootout died of a massive brain hemorrhage during the firefight. The incident is not investigated further.
- Incident A-8, First Recorded Acknowledgement, September 22nd, 1955.
8:01AM, Agent Carver is getting coffee with Agent {REDACTED} at the offices of the Department of Justice, Washington D.C.
8:02AM, A local mafia hitman enters the office and open fires upon those inside.
8:02AM, The first three bullets fired were believed to strike Agent Carver in the chest. Blood is observed exploding from her wounds.
8:02AM, The Mafia hitman's chest explodes into a mist of gore.
8:03AM, Agent Carver stands up, her wounds gone. She dismisses her colleagues concerns on her apparent GSWs, claiming she was missed in the assassination attempt.
4:32PM, The DoJ coroner declares the cause of death of the mafia hitman as 'Supernatural' in origin, prompting investigation into Agent Carver. Investigation scheduled to begin the next day, September 23rd, 1955.
